I have created a few effects which are meant to be very small. They are PNG format. When uploaded into ManyCam Effects, the image is made much larger than intended. I resize to the smallest it will go and still ends up too large. What am I doing wrong?

I don’t think you’re doing anything wrong, I will check with the team if there is something on our end.
We are actually working on making effects resizable within ManyCam too, so in the future this will not be an issue.

As a workaround you can add wide transparent border around your PNG image, like this (I used GIMP):
