I have two desktop PCs on the same local network. Each of them has a USB webcam attached, and each of them has ManyCam installed. When I am using ManyCam on one PC, is there a way for me to access the webcam attached to the other PC, as a video source, in a way similar to connecting to the ManyCam mobile app on an iPad or iPhone? You may try to start NDI output on other PC and NDI INput on first, see: https://help.manycam.com/knowledge-base/ndi/#ndi-output
